Apart from the constitution, it is widely acknowledged that the budget is the most significant instrument for the growth of every contemporary state. It might be claimed that the budget is the only way for the government to allocate resources to provide services to the people, particularly the poor and disenfranchised. However, there are numerous roadblocks to successful budgeting in Nigeria. These roadblocks include a lack of citizen participation in the budget process, particularly in identifying projects that should be included in the budget and effectively tracking their implementation; a lack of access to budget documents and regular government reports; insufficient auditing and oversight by relevant bodies; a lack of linkage between plans and budgets; and a lot of unnecessary spending.
